Add support for Seapine Test Track Pro Workflow and Issue Mgmt System

    I wrote a plugin for YouTrack. It was not hard, but I had to do it by reverse engineering existing plugins. Preferable to the Plastic team spending time supporting multiple issue tracker would be a good open API for the community to create the plugins.
