Add a makereview command to the CLI.

It would be nice to be able to create a code review via the command line interface. This would allow us to use the after-checkin trigger to create and assign a code review, automatically.

I did research this, so if this functionality already exists, I apologize.

    You're right, Tom.

    There aren't commands to create/delete/assign code reviews from the command line.

    We're going to improve the code review feature. That will be a good moment to expose some actions to the command line.
