But in this mode Enforced branching "http://www.codicesoftware.com/demos/enforcedbranching/enforcedbranching.html" wasn't work because people don't need to checkout file to change it :|

Checking out everything just to make the files editable is normally a bad practice, too much overhead. You may want to look into this article for more details on how to work in non-read-only mode.
