Provide REST API
This could be fairly easy reusing most of the code you've already written for the Web UI app.. it could be even easier/faster with MVC WebAPI.. this could lead to a wrapper SDK (nuget package) that makes use of RestSharp to access REST api and voila.. ;-) i know it's not that simple.

Add download to allow downloading file revision from WebUI
Although currently repository can be browsed it is impossible to download files easily.
After clicking on it it is always just got displayed in browser (and has some html tags added). This is fine for quick browsing and view but additional button which trigger downloading in browser would be very helpful.

Public Area
many teams use websvn or other tool to share their code with everybody (Open source).
In Plastic WebUI there is no such thing jet =/You should be able to enable public access to some repositories only as there may be others which are not open source.
You may also add options to change to level of "open"-ness. Like: Are comments shown and such things...

User defined graphs
The WebUI graphs are a great way to get some numbers about the development. It would be great to have some sort of api for custom query which creates colofull nice graphs

Add ability to link to specific line/changeset
It would be great to have the ability to quickly link to a specific line in the code in the webui, i.e like on github
This would allow for a quick code share betweend developers where you can easily ask clarifying questions or show ideas during code share.
