Related improvements were included in the Labs/Beta release 6.0.16.920, Mar 22, 2017:

"Windows GUI: dynamic diff window to help diffing code in multi-screen setups.

You can show the diffs from a branch or changeset, move the window to a second screen, and the diffs will be updated when you select a different changeset or branch. This is super useful to review changes.

The diff window will be updated if you select a different branch in Branch Explorer or the branches view, and same for changesets. It works for shelves too.

You can skip this behavior launching the diff window using Shift + DoubleClick. When there are more than one "dynamic" diff, the diffs won't be updated."

There is something missing in a user interface when users have to keep a number in their head while clicking the arrow buttons - "OK, there are 5 non-auto-conflicts, but i don't know which one I'm looking at - I can see that it's nr 4 of the total 9 conflicts but that doesn't tell me much regarding the non-auto ones. I guess I'll hit Prev several times to get to the first one again. Now I'll count them through while hitting Next - 1,2,3,4,5..."

I agree, the need for Annotate often arises while you are viewing a Diff, and very often you are interested in two things:
    * When that line/section was last changed (and in what context).
    * How that line/section looked BEFORE the latest change.

This uservoice is related to these other uservoices:

This seems to be a duplicate of the following (completed) uservoice:
